This Judgment (Judge Eyes) walkthrough will guide you through all the main choices and investigations of Chapter 12 for 100% completion.
Chapter 12 Choices
After a few cutscenes at the start of the chapter you’ll have to head back to the Detective Agency. Before you can head inside you’ll be stopped by Hattori, who lets you know that Chairman Kajihira wants to speak with you about what’s going on. Head upstairs to meet with Kaito, then go to one of the taxi stops to head to the spot to meet the Chairman. Hatotori suggests trying to go after Kido to get some more info about the truth of AD-9, and you will do that by exploiting his womanizing habits. Once you’re back in Kamurocho head back to the Detective Agency to end the day.
The next day you need to head over to the Law Office to try and convince Saori to help you out again. When you speak to her you actually do both her and Yagami’s responses, so just keep picking the left option to have her agree to help. She heads to the Salon to get her makeup done again, pick what you want, and you don’t have to dress her up this time. After Saori will head to the ADDC. Yagami will meet her on the way and give her a camera and an earpiece that you use to help her out with the questioning. Select the following choices:

After that you’ll be back in Kamurocho with Kaito, and you need to head over to the batting center to meet up with Sugiura who is waiting to trap Kido. Get in the Van once he pulls up. Head inside the Batting Center to try and grab Kido, but you’ll be stopped first by a large group of thugs who don’t want you taking him. There’s nothing really special about this fight, other than there being a very large number of guys, though you also have all three of Kaito, Sugiura, and Higashi fighting with you. Once they’re all defeated you take Kido over to Charles to interrogate him.
Speak to Kido once, then you’ll be outside with Sugiura. Speak to him again if you want to continue, or you can run around and do other stuff for a bit. When you’re ready to go again head back inside and speak to Kido again. When you can, select the following choices:
Ichinose from the Ministry of Health.
The plan now is to try and find Ishimatsu, who was the middleman between Hamura and Shono, and is the other person who knows where the lab is set up that Shono has done AD-9 experiments on human subjects. You and Sugiura head over to Millenium Tower to try and catch him as he’s leaving, after you use Kido to bait him out to go to the lab. You can tell Sugiura here you’re not ready yet, then make a save before starting the tail.
Identify the Target: Find Ishimatsu
At the start you have to spot the guy in the tuque on your left, it’s obviously not the right guy but other people won’t start coming in until you do. After that wait for the people to come in on the ground floor, then spot the guy who stops by the escalator and starts talking on the phone. Then causes more people to come outside, then if you look across to the opposite balcony on your floor you’ll see Ishimatsu walking from the left to right. He’ll walk on to the balcony directly across from you and start talking on the phone, at which point you can spot him.
You now begin tailing him once he exits the building. This isn’t a hard tail at all as he’s by himself, he just likes to turn around a lot and follows a pretty roundabout path to his destination. Just make sure you don’t run up too close to him, as he does walk back along his path once or twice. He’ll also take a lap around a block 2.5 times near the end of the tail, then the third time around he finally heads to the destination.
Make a save before going in, because you can’t once you’ve entered. In the garage you’re immediately stopped by a group of thugs, who you have to take out to advance. Take the first door on your left to a side room where you’ll find two guys to beat up. Once that’s done go into the bathroom area at the back and grab one of the “massage machines” from the box. Head back to the hallway and you’ll drop it in the puddle to open the electronically locked door. Head forward and Sugiura will get grabbed by a gimp looking guy through a hole in the ceiling. Head upstairs.
On the second floor, instead of going down to the marker head down the hallway, then take the second door. In this room you’ll find a skill book which unlocks EX Frontal Beatdown for purchase. Go back out and take the first door, where you can grab a Stamimam X off the ground. Now head to the marked door to progress, which you’ll have to pick.
This is where you earn the trophy Hung Jury, where you have to save Sugiura with 10 seconds left on the timer. You only have two guys in here to fight and they’re not overly dangerous, so your best bet is to defeat one (preferably the stronger guy) then pick the other guy’s health down a bit so you can take him out once the timer is at 10 seconds. You basically just want to sprint around the room once you have one guy left with low health. If he grabs you be very careful, you’re best just letting him perform a throw, because when you do a grab escape by tapping you’ll damage the enemy slightly when you knock them away. Once the timer starts beeping and flashing red is when you want to knock the second guy out. If done correctly the trophy will as soon as the cutscene starts that shows you untying Sugiura.
Head out of the room again and down the hallway, you’ll see the gimp guy is down there. Don’t go near him yet, first go back downstairs and grab another “massage machine” from the side room. Head back up and down the hallway, and you’ll zap the gimp so you can get past. There’s a tough looking guy in the next room, but he goes down quick. The “Hangman” drops out of the ceiling though, and you have to deal with him. He picks up a sledgehammer that he’ll attack you with and won’t ever drop it, but he is still fairly easy. He won’t do mortal attacks, but he can swing through your normal Tiger style attacks, including if you start doing the kicking combo so be aware of your health. He’ll also slap Sugiura really hard if he gets hit, but he just gets knocked down then recovers his health so don’t worry about that.
Once you beat him, you’ll get a bunch of story and the chapter will end.
