Dying Light 2 Stay Human (DL2) has 6 GRE Quarantine Building Locations that contain 24 Inhibitor Locations. Finding all GRE Quarantines and locating the 24 Inhibitors hidden in them unlocks the Can’t You Read the Signs? trophy or achievement.
None of these Points of Interest Collectibles are missable. You can still find all of them after the story in free-roam. GRE Quarantines are infected buildings that contain 3 Inhibitor Chests. The first and second chest contain 1 Inhibitor each, and the third chest always contains 2 Inhibitors. This means you get 4 Inhibitors total per Quarantine Building (4 Inhibitors x 6 Quarantine Buildings = 24 Inhibitors total). Inhibitors can be used to upgrade Health and Stamina.
How to Beat Quarantines
All Quarantines have a similar layout. It’s best to do all of them at night because there will be fewer enemies inside (can sleep in a bed at a hideout to advance time). You start by going to the rooftop of the Quarantine Building. There’s usually a scaffold outside the quarantine zone that you can climb up. On the rooftop you can enter the building by using the GRE Access Key on the door (key is automatically given to you in 1st Main Story Quest “Pilgrim’s Path”). Then you head downstairs floor by floor. Simply follow the yellow cables on the ground, they show you the way to the next Inhibitor Chest. Clear out the infected enemies along the way so you can search without being attacked. You can also use Survivor Sense to highlight the Inhibitor Chests and check the bottom left corner of the screen to see the distance to the next chest. There’s only 1 chest per floor. The first chest is always the one furthest up in the building and always has a Tape Recording Collectible next to it, don’t forget to pick these up too. From the first chest follow the yellow cable on the ground and you should reach an elevator that you can drop down to the floor below, there you’ll find the 2nd Inhibitor chest. Then keep following the yellow cable and drop down to the basement where you’ll find the 3rd chest that contains two Inhibitors. Upon looting all Inhibitor chests in the building, the Quarantine Building will count as “completed”. If you get stuck anywhere, refer to the video guide below, it shows the path to each Inhibitor chest.
The GRE Quarantine Buildings can be done in any order you wish. This guide lists them by the districts they are in. The second map (Central Loop) is reached automatically after the 10th Main Story Quest “Let’s Waltz”.
Note: For the trophy 
Can’t You Read the Signs? you specifically need only the 24 Inhibitors from the 6 Quarantine Buildings, which you are forced to pick up in order to complete the Quarantine Buildings. You don’t need any other Inhibitors (game contains 126 total but only these 24 are needed for the trophy and achievement).
