Far Cry 5 has 16 Shrine Locations exclusive to Faith’s Region and 2 on Dutch’s Island. They are needed for the False Idols side mission and earn you Resistance Points towards your story progress in Faith’s Region and Dutch’s Region.

7. Near Hollyhock Saloon

9. South-east of Peaches Taxidermy
10. North of Moonflower Trailer Park
11. North of Moonflower Trailer Park
12. East of Moonflower Trailer Park
13. South-east of McCallough’s Garage
14. Far South-east of Faith’s Region
15. On tall Mountain east of Moonflower Trailer Park
16. East of Rock Bass Lake
That’s all the Shrine Cult Properties in Faith’s Region.
Dutch’s Region
1. On the eastern shore of the island
2. On the northern shore of the island

I found ALL of these. But the game is broken. It still says 15/16. Hopefully they patch it soon.
I thought my game was bugged too but it turned out I had missed one.
It’s a painstaking and annoying process but what helped me was going thru this list one by one and marking down each one as I confirmed I had done it already. I did this via helicopter, if I spotted the ruins of the shrine then I marked it down as complete. Eventually I was able to find the one I hadn’t completed.
I’ve only found 15 shrines still looking for 1 more I’m searching for it in the helicopter

I went through the list twice the game still says i have 15/16 i saw the ruins of the shrines the game is also glitched on the call of the wild mission says i have. 4/6 when i know they are all destroyed
I too thought the same about Call of the Wild, but found all six.
