Far Cry 6 has 21 FND Base Locations. Finding and capturing all FND Bases (Outposts) is required for the Liberty trophy and achievement. They also unlock fast travel points on the map and grant you resources. The FND Bases are basically what Outposts were in previous Far Cry games. They are hostile camps that you can liberate by defeating all enemies there. If you do it without raising an alarm you get more resources, and if you do it completely without being seen you get the maximum reward. FND Bases are also tied to the trophies Ninjerilla (capture one without being detected), Co-Dependent (capture one in co-op), Didn’t See That Coming! (use FND security center to disable all alarms).
None of the FND Bases are missable. You can still find and capture all of them after the story in free-roam. However, the miscellaneous trophies and achievements tied to them are missable, because there is no way to reset the FND Bases. A workaround would be to join a friend’s game to get missing trophies in a co-op.

I had the in game challenge complete, but comparing my map to ththe picture that was posted, I found I was missing 2, #7 and #9. The trophy popped after I did those.

To anyone who’s conquered the bases and not managed to get the trophy, I suggest checking the insurgent zones, if there’s any in there, clear them both/any out and the trophy should pop. Seems to be the Ubisoft challenge counts any at any given time, and the trophy counts them all in control at one time!

What no Guide that I have come across anywhere online tells you about capturing the FND bases is that you need to get to the third objective BEFORE you kill the last guard soldier. All the video ones at least seem to go in gung-ho killing everyone in sight – achieving only two of the three objectives.
For instance, if you kill all the defenders at the Sureno Shipyard first, the base gets ‘captured’ immediately and the objective, the computer on the ship that you need to download the data from, is gone.
So the tricky part at these bases is knowing when there is only one enemy left, then avoiding him, or her, for the time being so you can get to the third and final objective. In other words kill the final guard last of all.
With these Guides, letting us know how many enemies there are to deal with might help a bit I think, but good scoping ahead probably makes this unnecessary.
Speaking of scoping ahead with the camera, this can also reveal a ‘hidden laptop’ somewhere that one can use to reveal all the security camera and alarm locations at once, thus avoiding the need to circumnavigate the target zone and possibly missing some of them.
By the way, at the Sureno Dockyard I got a ‘trophy’ (Didn’t See That Coming) when I found the switch to turn all the alarms off at once. It was on the wall in the Guard house at the road entrance to the shipyard.
Hope this helps.
