A Kind and Benevolent Despot is the 59th main story mission in Red Dead Redemption 2 (RDR2). This walkthrough will guide you through all objectives of A Kind and Benevolent Despot Main Quest including all Gold Medals for 100% completion.

Talk to Dutch
Dutch isn’t going to let Javier stay a prisoner for long, and he has a plan to get him back. Climb up the rock face to where Dutch is waiting for you at a secret path into the fortress.
Shimmy along the ledge behind Dutch, and follow him to his guide.
Meanwhile Arthur is starting to doubt Dutch’s leadership after the deaths of his friends and being trapped on an island torn by conflict.
Before the argument can go much further, Dutch’s contact arrives to lead you through the caves.
She will bring you to a metal door that you will have to assist Dutch to lift in order to swing it open. Which begs the question, how did Gloria get it open to come down to meet you?
As you come out of the tunnels, you will watch a cinematic where Colonel Fussar is interrogating Javier.
Follow Dutch
Follow Dutch as he sneaks into the next area…
…then team up to eliminate the guards silently. On the count of three, knife the guard for a stealth kill.
Pick up the body and move it into the bushes at the yellow objective area.
Follow Dutch again as he sneaks into a sugar refinery.
Flank the door when Dutch tells you, and wait for the guards to depart.
When one of them goes off to find a bottle, it is time to make your move. Head over to the nearest guard on the left. Wait until Dutch is in position by the other guard, then stealth kill the one closest to you.
With the guards eliminated, its up to you and Dutch to sabotage the refinery to cause a distraction. Approach the waypoint marked on your minimap at the west side of the room and release the valve when prompted.
Close the shutters at the waypoint in the northeast corner of the room.
Finally, slash the sugar sack on the east side of the room. Go back to the west side of the room, and head outside as Dutch provides a spark. A moment later he will emerge, and lead you away from the building.
Move when he moves, staying crouched and moving quietly, until you finally reach the well where you’ll take cover until the diversion draws the guards off.
At Dutch’s signal, go to the cages to rescue Javier.
The distraction didn’t last for long, and the guards will open fire on you as Dutch opens the cage and helps Javier to his feet. From this point onward, you are on the clock.

Stay with Dutch as he carries Javier. If you never leave their side, they will continue moving towards safety while guards who chase you will continuously present themselves for headshots. Use Dead Eye for maximum accuracy, but don’t overuse it. The timer seems to continue at normal speed even while your Dead Eye ability seems to slow time.
You will have to move quickly and eliminate any enemies blocking your path. When Dutch calls you to take out specific enemies, that’s usually a good indicator that they’re preventing him from proceeding or are putting them in danger. Towards the gates, a number of soldiers will rush out from the east. Don’t be tempted to get caught up in fighting them here. Instead continue to follow Dutch and they’ll follow you out into the cane fields.
Usually just outside the gate, there will be more than enough guards collecting to finish up on your headshots all at once, and again the temptation will be to stop and make a stand. Just make sure to keep moving after Dutch while you fire.
Eventually you will reach the river, and Dutch will tell you to stay behind to cover their escape for a few minutes. Now you’re finally in a position where you can stop and clean up your pursuers.
At this point you can use Dead Eye as much as you want. Line up the last of your head shots and unleash your pent up rage. As a side note, this is also a great location to complete the Sharpshooter Rank 8 challenge for disarming enemies.
Once you have eliminated enough of the guards, you will withdraw and meet back up with Dutch and Javier at camp in time for the next mission.

Pulling my hair out says
A few tips for the Javier section. Kill three guards to unlock Javier, two in the front a third will run from the building to you and down the stairs. Then four will appear left of you if you are facing the courtyard. I used Deadeye on all four as they were lined up for efficient kills. Four then will appear in two groups of two each team coming from the left and right sides of the burning building in the middle, I used Deadeye to smoke them asap. I believe three to four will appear from the left again in which they need to be killed to start Dutch running. Run ahead of him with a shot gun and make quick work of the two to three close to the building. Keep running and don’t wait! You will see three come up the road through the gate smoke them with your shotgun then turn around to kill three more coming from between the wall and building. One more will rush Dutch kill him and keep pressing ahead of Dutch past the gates and to the left down a row of Sugar Cane. About two thirds to the river three to four will need to die while you cover Dutch as he runs down to the river bed and to safety. I tried this multiple times and hitting those triggers are important to progress. Once Dutch has Javier you can run ahead of him and “Clean up the obstacles/triggers” before he gets there. To finish it up get the ten or so ez headshots as you hide behind a rock and use supernatural powers of hand eye coordination to finish off some poor conscripted bastards. The more I play the more I realize I may be the ultimate villain.

Anyone else notice how Dutch gives away his last gold bar to the old woman in the caves, and then doesn’t even bother to take it back after he murders her? That’s how you know he’s REALLY lost it by this point.
