Dominoes is a minigame in Red Dead Redemption 2 (RDR2). It can be played in the town Saint Denis in a park, see the location below:
During some story chapters you can also play it in your gang’s camp but this won’t always be available.

Cant seem to get gambler challenge 5 completed. No one ever draws, they just skip. Any tips??
Doesn’t work on the no drawing game in camp. Try Playing the All Fives version in St Denis.
It absolutely works at the camp (Shady Bell). Always a game available at noon. Guaranteed to only have one opponent as well, which is good as it won’t work with the three you find in most city games.
