Yes, there is New Game Plus in Final Fantasy VII Rebirth!
However, it’s not called New Game+ in-game. Instead, you replay the Chapters via Hard Difficulty and all progress carries over. After finishing the game you can access this under Pause Menu > System > Chapter Selection. It’s not available when clicking “New Game” in the Title Screen. On completed story saves it will say “Chapter Selection” with a blue text.
To unlock Chapter Select and New Game Plus: All you need to do is finish the story on any difficulty. It doesn’t matter on what difficulty you finish the story.
You can use Chapter Select to replay any part of the game, to find collectibles or quests you have missed. Because of this nothing is missable.
Chapter Select acts as the New Game Plus in FF7 Rebirth. You get to keep absolutely everything you have unlocked, including all of your Materia (Spells), Money, Character Level, Weapons, Armor, Accessories, any other items, Side Quest progress, Minigame Highscores etc. Even if jumping back and forth between chapters it carries over all your progress game-wide. It DOESN’T reset the progress to what you had at the start of the chapter.
Furthermore, you also unlock Hard Mode after beating the game for the first time on any difficulty.
