A Provisional Arrangement is unlocked when you talk to Zhen Qiang, who stands on the dinner patio at Wangshu Inn.

Recommended Level: 10
Reward: 150 Adventure EXP, 20 Primogems, 30,000 Mora
Objectives:
- Ride the elevator
- Talk to Huai’an
Starting Location: Wangshu Inn
Talk to Zhen Qiang on the dinner patio at the base of the Wangshu Inn tree. He asks you to deliver a package to someone on the top floor of the inn.
Ride the elevator
Take the stairs just south of Zhen Qiang and follow the path to the elevator. The elevator constantly goes up and down, so you may need to wait for it to come back down.
Talk to Huai’an
The quest objective automatically changes to this one while you ride the elevator to the top of the tree. Once you get off the elevator, activate the Teleport Waypoint if you haven’t already, and then turn left into the inn proper. Follow the left stairs down one floor and talk to Huai’an.
You complete A Provisional Arrangement once you finish the conversation with Huai’an.
