City of Freedom is the seventh subquest in the Prologue: Act 1, The Outlander Who Caught The Wind, an Archon Quest in Genshin Impact. This walkthrough will guide you through all objectives of the City of Freedom Archon Subquest.
City of Freedom is unlocked automatically when you finish the previous subquest, Going Upon The Breeze.

Requirement: Complete subquest Going Upon The Breeze

Reward: 250 Adventure EXP, 1,625 Mora, 850 Character EXP, 7 Enhancement Ore
Mission Description: Help Amber with her duties while going to Mondstadt City.
Objectives:
- Talk to Amber
- Head to the City’s High Grounds
- Glide Towards the Fountain Plaza
Starting Location: City of Freedom
Talk to Amber
Upon arriving in Mondstadt, Amber will talk to you. What dialogues you pick here doesn’t matter. After the talk, Amber gives you a reward for helping to clear out the Hilichurl Camp earlier.
Head to The City’s High Grounds
You now are prompted with a little tutorial on how to track quests. By default there won’t be a map marker where to go. You need to open the quick select wheel (L1/LB) and choose the quest icon. This brings up the quest list, be sure to track “City of Freedom” which is listed under the Archon Quests (main quests). It will show a yellow sparkling line leading you to the objective, and also a yellow marker on the minimap. Remember this going forward, whenever you’re not sure where to go, open the quest menu and track ongoing quests.
You find Amber on the top level of Mondstadt:
Glide Towards the Fountain Plaza
Amber gives you the Wind Glider. For practice, jump off the ledge and glide down to Fountain Plaza. To glide, either jump or fall off a ledge and press 
/

Gliding does use stamina, so be mindful of that. Know that you can always deactivate and then reactivate your Wind Glider before touching the ground. Use this tactic if you run out of stamina before reaching the ground.
Upon landing you will trigger a cutscene where the blue dragon from earlier appears.
The story automatically transitions into the next quest: Dragon Storm
