In Starfield during Main Mission 06: All That Money Can Buy, you will get the objective “Locate the Seller”. This happens in the nightclub of Neon City. Unlike other objectives, this one is not marked and requires some searching to locate the correct person in the crowd.
Seller Location
To the right of the bar stands a man called “Musgrove” with a heavy military bag sitting on the floor by his feet. Talk to him and pick the dialogue “I’m with Ramsay and Travers”, that’s the code phrase to identify yourself as the buyer.
Afterward, simply talk to Walter Stroud to tell him you found the seller and interact with the elevator on the left to get to the VIP lounge for the meeting. If you did all previous objectives you can shut the doors remotely and command the guards. This way the seller will give up the artifact at the agreed-upon price.
This concludes the “Locate the Seller” objective in Starfield.
