Hogwarts Legacy has 32 sets of Balloons locations. Completing the Balloon Challenges is needed to unlock new Brooms which count as collectibles towards the 100% collection completion. You can start getting these collectibles after unlocking the flying broom, which is available after Main Quest #19: Flying Class. Once you have your broom you can fly all around the open world. To pop the Balloons you simply need to fly through them.
You can check your progress in any area by zooming all the way out on the map and checking each smaller region separately. To claim the broom rewards, open the Challenges Menu > Exploration > Pop Balloons > click the reward icons. There are 4 Brooms total unlocked from the balloon challenges.
