Celebi Location in New Pokemon Snap: You can find Celebi in the following locations:

• Elsewhere Forest – Celebi appears in the final area of the main path regardless which seasons come before. Only appears after completing the game.

• 1 Stars: Forest Research Level 3 – In flight
  Obtained by taking a standard picture of Celebi flying around.
  
• 2 Stars: Forest Research Level 3 – Happy vibes
  Obtained by getting Celebi’s attention by throwing a fluffruit near it on the floor. Best place to do this is to the right when passing under the tree.
  
• 3 Stars: Forest Research Level 3 – A bit unusual!
  Obtained by taking a picture of Celebi just before it teleports. It will teleport once you throw an illumina orb at it.
  
• 4 Stars: Forest Research Level 3 – All together
  In the final area throw an illumina orb at Celebi while it is flying around in the beginning to get it to teleport happily. Just ahead under the tree stump look to the right and there are a bunch of fluffruit on the ground, throw more and wait for Celebi to appear and eat one of the fluffruit. Once it eats the fluffruit take a picture so it teleports happily. Look to your left once out from under the stump and you will see a Crystabloom on the ground near some Ancient Ruins. Light up the Crystabloom and Celebi will appear on a ledge above. Throw an illumina orb at the Celebi and 3 more will join it. They will start flying around together, this is their 4 star pose.
