Sepapa Shrine in The Legend of Zelda: Tears of the Kingdom (TotK) is found in the Central Hyrule region.

Sepapa Shrine Solution
This is a puzzle shrine, based on using Rewind to progress through the area.
1. Head to the first room, where the is a platform moving counterclockwise around some blocks. You need to use Rewind on this platform, which makes it rotate the opposite way, allowing you to climb up to the next level.
2. In the next room there is a door that is locked, and you need to light a pair of torches to open it. Grab the one on the floor and equip it, then jump on the platform floating in the water to travel to the opposite wall. Make sure to have the torch out and light it on the way by (or don’t if you have something like Fire Fruit and can just use that). Use the torch to light the plants on the wall and drop a chest, allowing you to obtain a 17-power Strong Construct Bow.
3. Now wait for another plank to float towards you and used Rewind on it. Quickly jump on and light the torch again if you need the fire, then once you are back where you started use the torch to light the pair and open the door.
4. In the next room go to the right side, where there is a single ball and two ball switches. Each of these switches opens one of the doors leading to the exit, but you can’t have both open at once. To solve this, place the ball in the first switch higher up the ramp, then move it down to the second switch. Go through the first door, then aim back at the ball and use Rewind to have it move back to the other switching, opening the path to the exit.
Interact with the green altar at the end of the shrine for 1 Light of Blessing. It also restores your health and unlocks the shrine as a permanent fast travel point.
