Welcome to the Adventurers’ Guild unlocks immediately after completing all of the Archon subquests for Prologue: Act 1 and then walking into the courtyard in Mondstadt.

When you walk by the Adventurers’ Guild counter, the woman behind the counter waves to you. Talk to her.
Katheryne explains that you need Adventure Experience in order to level your Adventure Ranks. With each rank up, return to Katheryne for a reward.
Katheryne also gives ou with an Adventurer Handbook. This handbook provides you with additional rewards for completing certain tasks in the game. It also catalogs enemies you meet along the way and helps you find them again should you need to fight them again.
The quest Welcome to the Adventurers’ Guild completes once you finish the conversation with Katheryne.
