Saints Row (2022 Reboot) has a few Helicopter Locations that are available from the start of the game in the open world. This guide shows where to find Helicopters right away when starting the game.
Monte Vista
In the south-east corner of Monte Vista behind the last Villa at the end of the hills. There’s a helipad with the helicopter. Always spawns there, available from the start of the game. This is the cloest location to your Headquarters.
Badlands North
In Badlands North, south of the Marshall Prison. You can find this Helicopter on a Helipad. Always spawns there, available from the start of the game.
El Dorado
A third Helicopter Spawn is in El Dorado, next to the street on a green helipad, by the lake. Always spawns there, available from the start of the game.
Headquarters (HQ)
You unlock a Helipad at your own Headquarters after the 21st Main Quest “The Forge”. More Helicopters are unlocked over the course of the story and from side activity rewards. They don’t cost anything, you can get them infinitely from the Helipad.

There is a second helicopter in Badlands North, it is right by the 100% spawn rate one but is inside the complex, it’s spawn rate is low but all you have to do is keep dipping in and out of the complex till it spawns, took me about 30 tries at about 10-15 seconds a try, so 5-8 minutes.
