Android 21 is an unlockable character in Dragon Ball FighterZ.
To unlock her you simply need to finish the Story.
The game ends after Story Arc 3. In total there are 45 Maps in the game.
Story Arc #1 = 9 Chapters, 15 Maps
Story Arc #2 = 9 Chapters, 13 Maps
Story Arc #3 = 9 Chapters, 17 Maps
So just play through all of the story and Android 21 will join your roster of playable characters at the end. You can then use her in all other game modes including online, local versus, arcade and practice mode. She also adds 10 new combo challenges in practice mode.
