From the start of the area, go south and the campsite is on the south side of the waterway.

South of Sewage Works: Ingress campsite, along the main path before reaching the next outdoor area.
Campsite: Water Plant: Interior
Northeast of Sewage Works: Interior campsite, along the main path after going on two elevators.

Shrine #40
North of Urban Area: Ingress campsite, follow the corridor and turn right when you exit back outside to find the shrine in the corner.

Southwest of Urban Area: Interior campsite, along the main path after the locked room where you fight an Elite Golem.
