Eijiro the Ruthless Starting Location: Ishikari Plain > Ishikari Market Bounty Board

Eijiro the Ruthless Bounty Location: Ishikari Plain > Urara Forest > Higashi Lumberyard

Clear out this enemy camp and you will automatically fight him at the end. You must first kill all enemies in the camp, then the last one you defeat will automatically be interrogated and tells you the bounty is behind the wooden gate. You can then interact with the gate to duel him.
