To get the secret Raiden Suit in Metal Gear Solid V: The Phantom Pain you must complete all story missions with an S-rank (excluding duplicate missions with Extreme, Subsistence, Total Stealth mods). Only the 38 unique missions and the prologue must be completed with S-rank and the 12 duplicates can be ignored. This will then give you the key item “Grand Master Certificate (Elite)” which lets you develop the Raiden Suit via your iDroid in Mother Base.
Development costs 1,190,000 GMP, 70 Digitalis Purpurea, 20 Digitalis Lutea and your R&D Team must be level 53 or above.
This is only a costume / skin, you don’t actually play as Raiden himself. The main strength of this outfit is the increased sprinting speed and jump distance (and of course it looks totally badass). It lets you run at the speed of your horse. When you run into enemies it will knock them down. Usage costs 8400 GMP per deployment. It also comes with some disadvantages: you cannot use your prosthetic arm, it cannot be used during FOB missions and you are limited to A-rank when playing main missions. For open world exploration and side ops it’s the perfect suit though.

There is this one secret mission 46: Ttuth: Man who sold the world, your basically replaying prologue but there will be alot of extra cutscenes and you will find out some sad truths about snake but i wont spoil it for you

i dont know if the game has been updated but i can play as raiden in FOB and i can also get S-rank on missions. maybe something is glitched?
