In The Evil Within 2 the Warden Crossbow weapon can be found near an APC in the south-west corner of the chapter 3 / chapter 4 open world (just to the left of the safehouse where the chapters start). The Warden Crossbow is used to get access to the safe house in the north of the map. There are also some crossbow bolts at the same location (harpoon bolts & shock bolts).
