Silent Hill Townfall contains 13 Phone Numbers. Finding and calling all Phone Numbers unlocks the Cold Calling trophy/achievement.
Phone Numbers are found throughout the game either during story progression through documents or on optional interactable items. Phone numbers generally must be called at the point they can be learned, as they can’t be called as the character they are not related to, or in a different area from where they can be found. Note that for most phone numbers you must wait through the entire dialogue and the automatic hang up for the phone number to be tracked in the “Discovered Phone Numbers” display. However, this doesn’t fully track which numbers you have called, as numbers aren’t displayed with all characters. The game will only display known numbers for the characters that can currently call them.

Chapter 1: Cold Open
Phone Number #1: 900 – Emergency Services
Phone Number #2: 010 – Operator
Phone Number #3: 100 – Save Yourself (Save game)
Area: Shorefront District – South
At the first phone booth in the Town Square (5) inspect the “Your Local Services” flyer to the right of the phone. Call all phone numbers immediately. Phone number 100 is used to save from any phone.
Phone Number #4: 496 0496 – Tourist Center
Area: Shorefront District – South
On the bottom of the map. Can be called and is then added to the Discovered Phone Numbers list at any time.
Chapter 3: A Connection
Phone Number #5: 496 0244 – The Haldane Hotel
Area: Shorefront District – South
On the bottom of the Hotel Reception Notice or other Hotel related documents. Call this after you have exited the hotel.
Phone Number #6: 496 0842 – Unknown
Area: Shorefront District – South
After returning to the Town Square, call 946 on the phone booth to be told the number 496 0842. (If you try to call earlier you can get the phone number, but it won’t correctly connect until you do it during this chapter). You technically only know the WHO number (946) after completing a playthrough, but you can do this in first playthrough.
Part 2: Zoe
Chapter 5: Zoe Rounds
Phone Number #7: 0163 296 0595 – St. Amelia District Council
Area: Shorefront District- South > Zoe’s House
On the bottom of the Water Warning Document, call the number on the phone in Zoe’s house. If you try to call this number when not playing as Zoe it won’t connect.
Phone Number #8: 496 0103 – Zoe Ellis
Area: Shorefront District – North > Mr. Stewart’s House
Inside Mr. Stewart’s House, inspect the phone, then open the folder to the right of the answering machine and inspect it for the phone number. You must call this while playing as Zoe to trigger the pager notification.
Phone Number #9: 496 0556 – D. Glenn
Area: Shorefront District – North > Outside Medical Centre
Outside the Medical Centre, obtained when inspecting the Medical Security Note. Required for story progression.
Part 3: The Patient
Chapter 7: Zoe The Patient
Phone Number #10: 5353 – Hospital Storage
Area: St. Amelia Medical Center > Surgery
Automatically given to you by Dr. Glenn, use on the phone in reception. Required for story progression.

Phone Number #11: 946 – W H O Dial Back Service
Area: Clara Woods Estate > Ground Level
In the telephone booth where you start the chapter, inspect the poster on the right.
Phone Number #12: 496 0112 – Unknown
Area: Clara Woods Estate > Ground Level
Given to you after calling the W H O Dial Back Service on the pay phone booth. Call back on the pay phone.
Phone Number #13: 496 0993 – CEG Lockers
Area: Clara Woods Estate > Ground Level
Visible on the top left corner of the Locker Barcode clues. Call during the Clara Woods section.
