In Starfield you can upgrade your weapons and armor by crafting mods. This requires a Weapon Workbench and a Spacesuit Workbench. Higher-grade upgrades also require specific skills.
Where to find Crafting Workbench
Fast travel to System: Alpha Centauri > Planet: Jemison > Landing Site: The Lodge (the base of operations for The Constellation faction). You go there automatically during the first Main Mission, can’t miss it. After this it stays marked for fast travel.
After entering the Lodge, turn right and go down the stairs to the basement. There you find workbenches and a research lab.

How to Craft Upgrades, Mods
Interact with the workbenches, select one of your weapons/spacesuit parts, then you see the available upgrade mods.
To unlock new mods, interact with the Research Lab in the same room. Higher-grade mods require the Science Skills “Weapon Engineering” & “Spacesuit Design”.
Both research and crafting upgrades cost resources. The fastest way to get the needed resources is to buy them from a merchant. Go to System: Alpha Centauri > Planet: Jemison > Landing Site: New Atlantis > from the landing pad walk straight ahead until you reach the open area with the train station, turn left and enter the shop “Jemison Mercantile” > talk to the lady inside > check the Resources section. It’s relatively inexpensive. To make the merchant restock all resources simply sleep 48h in bed (on your ship or lodge).
