In Ghost of Yotei, Jigoku Fortress is a red enemy camp in the north of Ishikari Plain region. Unlike other enemy camps, you can’t just walk in and kill the enemies. The only gate into the fortress is closed and gunmen will shoot you on sight.
The trick here is to do the Bounty “Shiro the Swindler“. As part of the Bounty you automatically liberate Jigoku Fortress.
To start this, go slightly north of the gate to Jigoku Fortress (when facing the front gate to the right). There by the cliffside you find an abandoned camp.
Interact with the straw mat on the floor and the gunpowder. Then an enemy comes to ambush you, but Shiro shoots him to save you. Now follow Shiro up the cliff between the front gate and the abandoned camp. There you will find a destructible wall you can pull with your grappling hook. Together with Shiro you can destroy it to enter the fortress. Before you met Shiro it the destructible wall will have said “Unavailable”, you can only destroy it when Shiro is with you.
After entering the Fortress you will slide down to some bushes and meet the first group of enemies. Fight your way through the fortress and defeat the camp leader at the end. When the camp leader is dead you will have liberated Jigoku Fortress.
