Stimulating Powder is an item in Tales of Arise that you need to complete Sub-Quest “Gourmet Saga: Soft and Fluffy“.
Stimulating Powder is just a different name for Pepper. What you need to find is 4x Pepper to fulfill the quest objective.
You can find Pepper Plants in Ganath Haros > Lavtu Marshlands (the region before Pelegion). Pepper is marked on the map with blue sparkles. There are 4 Pepper Plants in Lavtu Marshlands, enough to get what you need.
