Snowy Passage is the 2nd shrine in Cloudspire region of Wuchang: Fallen Feathers.

How to reach Snowy Passage: on story path, from Hillswatch go through the village, after leaving the village and passing an archer enemy you’ll reach the shrine.
Cloudspire – Snowy Passage
NPC: Huang Jian’e + Zhenwu Tome
In the courtyard after the shrine, check the house on the left. She gives the Zhenwu Tome (quest item). She only appears if you did her previous interactions.
Lost Remains (Manna Vase Upgrade)
In the courtyard after the shrine, go up the left path and check the big tent where a giant enemy with a shield is. Open the golden chest in the tent.
NPC: Qiao Ying + Bamboo Tube / Bamboo Missive (Quest Item)
Follow the left path, then you can open the front door of a house on the right, go upstairs to find the old woman there. Agree to help her, she gives “Bamboo Tube” / “Bamboo Missive”. If you didn’t do Qiao Ying’s questline, she won’t be there, but you can still find the quest item in this building.
Shrine: Cloudspire Outskirts
Next to the big stone with red fume around it.
In this area you can take many different paths. If you travel back to Snowy Pass, then take the right path before entering the courtyard, you can go over a bridge. Can use Worship in front of the blue-glowing altar to get a consumable, and enter the mining tunnel. There’s a red-eyed madness enemy that gives a skill point and drops the Overseer’s set, and a big tree enemy. This is also one of the paths to reach the Mort Grotto shrine. Near the shrine you can find the Wu Gang shop upgrade “Oil Lamp”. You can take this optional path, then travel back to Cloudspire Outskirts to continue with the guide.

Missing Qiao Ying says
I messed up and missed giving the White Jade Dumpling in Act I to Qiao Ying, so they are not active in Act II, the issue is I do not see the bamboo missive in the building where they would be at normally.
You indicate it should or can be there at least, do you happen to know the trigger that would cause it to spawn in this scenario?
Or is this a mandatory key item for any of the trophies?

Quick update, literally seconds after I posted that I went up the hill behind the cart (building with the red herbs in the entrance) and there was a dead body there with the “bamboo missive” as a pickup.

So that means when i find the bamboo missive, its all good?
Because from the start till here is no notice that you have to give her the White Jade dumpling, its only mentioned when it is already too late!!
But i can finished her questline anyways when i enter the refugee camp, right?

Giving her the White Jade Dumpling is mentioned in the guide for Shu Sanctum.
The entire questline of the old woman doesn’t matter for trophies or endings though. So no worries, whether Qiao Ying is there or not doesn’t impact anything important. Even the Bamboo Missive isn’t actually needed for anything important.

I was able to find also a vitality bowl from an npc if you take the path from snowy passage to Mort Grotto, it looks to be a quest item, is it relevant?

I never got that item and have platinum, so no it’s not relevant.
