Finding Bagley is a side quest in Watch Dogs Legion (WDL) that requires you to photograph 8 Bagley’s Memory Fragments (and a 9th after finding the first 8). This walkthrough will guide you to all of Bagley’s Memory Fragment Photograph locations in Finding Bagley’s side quest.
Finding Bagley is unlocked in your headquarters after you finish the main story.

Starting Location: Finding Bagley
The side quest becomes available after finishing all main story missions at your DedSec Safehouse. Interact with the console there.
Photograph Bagley’s Memory Fragments
Upon starting the side quest you will receive 8 Photographs in your inventory. There are no waypoints or quest markers on the map. The game also doesn’t tell you about the 8 photos so it can seem like it’s bugged at first. You find the photos in the Data Menu under Bagley’s Collectibles. Whether you click on them or not doesn’t matter for the purpose of the quest though, so feel free to skip ahead and go to the photograph locations listed below. All you get in the inventory are 8 distorted images of buildings around London. But the game wants you to find them yourself without any further clues. The good news is that you’ll get an on-screen popup when you’re near to one of those locations.
When you’ve found a location, open the item wheel by holding or and press (PlayStation) / (Xbox) to take a photo. It must say “Target in View: Bagley Memory” for the photo to count.
When done correctly, you will receive a new audio log collectible and Bagley will say something to you. It doesn’t matter in what order you photograph them all. This guide lists them in the same order as the in-game list in your Data Menu.

1st photograph is found in City of Westminster, National Gallery (near Trafalgar Square).
Bagley’s Memory Fragment Photograph #2: Millenium Wheel
2nd photograph is found Lambeth, Millenium Wheel (big Ferris Wheel).
Bagley’s Memory Fragment Photograph #3: World of Tomorrow
3rd photograph is found Islington & Hackney, World of Tomorrow.
Bagley’s Memory Fragment Photograph #4: Brixton Recreation
4th photograph is found in Lambeth, Brixton Recreation building next to a bar.
Bagley’s Memory Fragment Photograph #5: Crosier & Cherry
5th photograph is found in Camden, inside Crosier & Cherry Bar.
Bagley’s Memory Fragment Photograph #6: Duck Cottage
6th photograph is found in City of Westminster, Duck Island Cottage in the park.
Bagley’s Memory Fragment Photograph #7: Wellington Arch
7th photograph is found in City of Westminster, Wellington Arch north-west of Buckingham Palace.
Bagley’s Memory Fragment Photograph #8: Guy’s Hospital
8th photograph is found in Southwark, Guy’s Hospital.
Photograph Bagely’s Final Memory Fragment (9th)
After collecting the first 8 pictures, you will unlock a final 9th picture request. You will receive this also in your Data Menu. To make things even more confusing the game lists it as Photo “4.5: Skygarden” instead of numbering it as the 9th.
Bagley’s Memory Fragment Photograph #9: Skygarden
9th photograph is found in City of London, Walkie Talkie Bar. You must enter the building from the ground floor lobby and take the elevator up to the Walkie Talkie bar. It doesn’t matter whether or not you have turned the borough defiant already, it’s always accessible. From the Walkie Talkie bar walk out on the balcony to take a picture of the London skyline in the distance.
Meet Bradley Larsen at St. Pancras Hospital
After taking the 9th photo you will now receive a waypoint marker to the end of the quest. Simply go there and enter the building. Talk to the NPCs there and the mission will end.
This finishes Finding Bagley Side Quest in Watch Dogs Legion and unlocks The One That Got Away trophy or achievement.

Very helpful as ever, but, I’m having to do all the photo jobs with a news drone, which isn’t an issue. Might be the 1.05 update. So, if you’re reading this and that update is an old one, it might not still apply, or it might just be me, or they might never fix it. Anyway, hope it helps someone.

I too was able to do it with my camera, no drone required. A couple of photos said the scene I needed was in the shot, but taking the photo didn’t start the audio file. I had to line it up to be a little more like the ‘corrupted memory’ and take it again.

that happened a few times for me too then i found out you needed to walk around until your in the area where it says on the side of the screen that the area is nearby and to take the photo, once i found that out never had the problem again

This camera app sucks. If you can’t take pictures delete some and try to take the picture again. Never played such a GD buggy game in my life and that’s something.
