The Watch Dogs Legion map size is roughly 3500 Meters (3.5 Kilometers / 2.17 Miles) from North to South and 3300 Meters (3.3 Kilometers / 2.05 Miles) East to West. The southern part is a bit smaller. That gives Watch Dogs Legion a Map Size of roughly 11km² / 4.24 square miles including water.
The playable land mass makes up roughly 9km² / 3.5 square miles.
While this is relatively small for a modern day game, it is a very densely packed map and popular sights and monuments are rendered in great detail.
At the start there is a dark fog covering the map. You can uncover the map by simply going everywhere and it will reveal everything in a radius around you.
