This Lost Judgment walkthrough will guide you through all the main choices of Chapter 9 for 100% completion.
Chapter 9 Walkthrough
A Mysterious Caller
At the start of the chapter, you will be called by someone who says they are the owner of Siren, and they ask you to come to Bar Survive to meet them and discuss. When you go to the bar he still won’t really tell you who he is, but allows you to ask him more about Kuwana. Your answers here really don’t matter that much, so go with what you feel like.
After the remaining discussion, he will leave, then you will need to go back to Yokohama 99 to have Tsukumo look at the USB drive you obtained earlier. Before you can go inside you will be attacked by Tesso again along with a number of White Mask enemies.
The fight is about the same as the first time, just now there are other enemies too and Tesso has an extra health bar. Deal with the rest of the enemies first, then you can focus on Tesso by himself. When you reach around midway through his second health bar you will have a repeat of the quicktime event from his first fight, followed immediately by a second where he swings at you off a pole.

When you reach his final health bar a few more White Masks will show up to help. Focus mostly on them until they’re gone, then finish Tesso off.
Checking the Tapes
After beating some understanding into Tesso, you can finally head into Yokohama 99 to speak with Tsukumo. You will then be inspecting the video that was pulled off the USB drive you found. You’ll be inspecting the faces of the people in the still frame and matching them to the names of people you know. Inspect the guy on the far left, who is automatically pegged as being Kawai.
Inspect the girl to his right, then select “Yui Mamiya” as who the person is.

Inspect the boy directly to her right, who Yagami remembers as one of the people who was watching you inside the crime scene.
Inspect, the kid being bullied on the right, then finally the date and time on the bottom of the frame.

You will now be inspecting the yearbook that you obtained from Sawa’s apartment. You can inspect a number of the students on the page for extra info, but the person you need to inspect to continue it the homeroom teacher on the top left.
Now you are going over some info with Tsukumo and Sugiera. Select “To get revenge on the bullies.” for what Kuwana’s goal was, then show Sugiera Mitsuru Kusumoto’s Bullying Video.

Once finished you can rest on the couch whenever ready to continue the story.
Meeting Yui Mamiya Again
After some scenes, you will need to go back to Yokohama 99 to meet up with Sugiura. Agree to go with him when you’re ready to continue, then you will automatically go with him to meet Yui Mamiya again. When speaking with her you will need to go through all the dialogue options to proceed, then show her Mitsuru Kusumoto’s Bullying Video.

You will then be attacked by a number of masked men in her apartment. They all wield weapons, but can be disarmed and aren’t overly tough otherwise.
After some scenes, you will automatically be at Game Center Charles in Kamurocho. Speak to Yui again, then you will need to go to Yagami Detective Agency to meet Kuwana. After speaking with him he tries to run away, but you chase him through Kamurocho.
After the chase, you follow him into a parking garage, where you are attacked by the masked men again, who you now know as Kuwana’s former students he’s blackmailed into helping him. They again all wield weapons, but are quite toothless, especially when disarmed. Complete this fight to end the chapter.
