A Ship Came Sailing Starting Location
Objective: Free Orneos, Davos’s Brother
The hill that you find Davos on conveniently overlooks Kleptous Bay where your target is. Call Ikaros to narrow down your search. There are a significant number of bandits, some of whom are elites that might not die with an assassination strike, depending on your gear at this point. Make your way carefully using a combination of assassinations and well placed arrows. Once the waterfront is clear of bandits, free Orneos from his cage.
Objective: Escort Orneos to Safety
Orneos will run as soon as he is freed, so its key that you’ve cleared his path before you open his cage. If you’re in the clear, it should be an easy run back to Davos.
Objective: Talk to Davos
Talk to Davos to complete your quest.

So, I play on Stadia and I found a glitch that makes this quest impossible to complete. Orneos is standing on a rock and will not move or run. I’ve tried turning the game off, resetting and nothing works. I don’t know what to do.
