You automatically receive the item after defeating the boss Markiona, Puppeteer of Death, and the Queen’s Arche Puppet.

Markiona’s Birdcage
There are no collectibles in Markiona’s Birdcage area. Travel back to the Greenhouse Outdoor Garden to use the key on the locked door. Then continue at Carnival Garden.
