The Blood of Dawnwalker contains 14 Person in Danger Locations. Persons in Danger are open world events where you defeat enemies to rescue a person.
They can be done at day or night. They aren’t time-sensitive and remain on the map, even if you go near them and then run away. They reward you with skill points. This makes them a great source of skill points early on, especially when playing on higher difficulties.
They are marked by a white “person” icon 
. You can reveal them on the map by climbing all 11 Towers. Remember to use the Shapeshift skill (Vampirism) or Mercurial Fervor skill (Witchcraft) to run around the world faster.

Are you sure they don’t advance time? The last 2 I’ve done have moved them forward 1 segment.
Maybe they changed it in the day one patch?

They must have changed this with patch, I’ve updated it here. Before the patch they did not advance time.
