Starting Location: A Pilgrimage for Power: Dark-Thing
This Pilgrimage for Power quest is located at the top of the hill, north of Westridge Outpost in Rockfalls.
Follow the windchimes
Once you reach the area, you can use Focus Mode (L2/LT) to spot the windchimes and follow the path up the mountain.
If you come here at night you can use Shadowstep and Planeshift to jump across the wall on the left path. If you come here during the day you can go on the right path and slide along the wall.
Locate the source of the scream
Once you approach the upper level, you will be attacked by a miniboss.
After it is defeated you can keep following the windchimes further up, and you will encounter a pair of urisahi at a camp.
You can explain to them that you are “Just a wanderer.” and then tell them that you killed the dark-thing, which will allow them to leave the area.
Inspect the uriashi glyph
After they leave you can loot some of the area nearby, then inspect the stone pillar to obtain a Ravenous Flock Manual and complete the quest.
