In Crimson Desert, while roaming the central region called Demeniss, you will constantly be attacked by enemies. Whether you are in the Demeniss capital city or in the countryside, the entire area is hostile and all soldiers will attack on sight. Because of this you also can’t use vendors in the city.
Simply put: you must finish the entire main story (all 12 Chapters) to liberate Demeniss and turn the entire region non-hostile. There is a story reason for it: Caliburn and his followers have taken control of Demeniss, diverting power from Countess Azerian. After completing the story, all of Demeniss is liberated and the enemies go away.
Until beating the story, you can get around enemies by wearing disguises. Particularly the Civilian Disguise sold by the Back Alley Shops throughout the game.
While wearing a Disguise the enemies will be slower to spot you, but they will still be alerted by your presence if you get too close to them or perform any sudden moves.
