This guide explains how to get a horse in Kingdom Come Deliverance 2 (KCD2). There are multiple methods, you can either steal a horse, buy one, convince a horse trader to give you one for free, or get one from story progress.
Method 1: Steal a Horse
The first time you have access to the open world will be at the start of Main Quest 5: Wedding Crashers. You will spawn in a town called Troskowitz, the biggest town in Trosky region.
You can steal a horse from the paddock in the south of Troskowitz. Be careful when stealing horses, if nearby NPCs notice it, they will report you to the authorities and you have to pay a fine or accept punishment next time you enter town. You can make a manual save beforehand in the pause menu by clicking Save & Exit to Menu, and reload if caught. Stolen horses will walk back to their original location when you dismount them. You can always fast travel back to the paddock in Troskowitz to steal another horse if needed. Most other towns have horses too. This will get you to the quest objectives quickly.
Method 2: Get Horse for free from Horse Trader
Go to Semine, the town southwest of Troskowitz. Pebbles is there at the horse trader. Approach Pebbles, the gray horse, then hold 
to greet it. Afterward you can talk to the horse trader and pick the “Pebbles!” dialogue. The trader is there at day.
You have two options: convince the horse trader in dialogue to give Pebbles to you for free, or pay him. With 7 speech stat you can say “be reasonable” to convince him and he gives you the horse for free. This also unlocks 
An Old Friend trophy/achievement.
Method 3: Buy Horse from Horse Trader
From the same horse trader in Semine you can buy Pebbles (the cheapest horse) or any other horse. If you pay he wants 150 Groschen but you can haggle to get a cheaper price. However, getting the horse for free by winning the speech skill check is the better option. If you don’t have 7 speech stat yet, simply talk to people around town to quickly level up the stat.
Method 4: Get Horse for free from Story Progress
In Main Quest 7: Back in the Saddle you automatically get the horse “Herring” for free. It has better stats than Pebbles. If you already own a horse you can then choose to keep yours or take Herring.
