The Refined Man of the Underworld is unlocked when you complete Pervading Waters Main Mission.

Gozuki and Mezuki strike back
This fight starts out with a Gaki and Enki enemy. Then Gozuki spawns in on his own. But when he’s down to 10% health Mezuki spawns in as well and you have to fight both of them at the same time for a moment. Keep focusing on Gozuki until he’s dead. Having the Paralytic Groundfire Ninjutsu comes in handy. Pack at least 2 of them, more if you can. Let Gozuki walk into them and he’ll get stunned. Then very quickly get behind his back and unload your strongest combo on him. One of these should be enough to finish off the remaining 10% on his health bar. Then it’s just you against Mezuki.
Luckily, this fight is actually a lot easier than when you encountered Mezuki the first time. The bosses are still low level while you are now a much higher level. Because of this their attacks barely do any damage on you, so don’t worry too much about getting hit, as long as you have a few healing items left. If health is an issue, collect all 25 Kodama in the region first to always respawn with 8 Elixirs.
