Cleaning Out the Bureau is the 57th main story mission in GTA V (Grand Theft Auto 5). This walkthrough shows how to get all Gold Medals in Cleaning Out the Bureau for 100% completion.
Gold Medal Requirements:
- Eagle Eye: Check all license plates
- He Missed a Spot: Follow the janitor without being spotted
- Cleaned Out: Complete within 09:00

Go to the FIB Building
You’re working against the clock, so skip the cutscenes!
- Cleaned Out: Complete within 09:00
Still more demands from Steve Haines, and now he’s desperate. Evidence of your collective crimes is in the FIB’s database, and Steve wants you to break in and delete it. First you’ll have to do the prep with Lester. Hop in your car and take him to the FIB Building where you’re going to try find a janitor to turn. The objective marker will have you parked near the exit of the FIB parking garage where you’ll watch for his car.
Watch For the Janitor’s Car
You’ll switch to first person perspective while Michael watches for the target’s license plate, and this is where you’ll fulfill the next Gold Medal requirement:
- Eagle Eye: Check all license plates
Every time a car comes off the ramp, press 
/ 
to zoom in for a closer look. Do this for every car that emerges. The first car isn’t the right one.
Neither is the second one.
Violating the rule of threes, it isn’t the third car either.
The fourth car belongs to your janitor.
Follow the Janitor
Keep your distance but follow him to his home discreetly for the next Gold Medal requirement:
- He Missed a Spot: Follow the janitor without being spotted
When he pulls up to his parking spot, pass his car and park on the objective marker further down the street. Get out and follow him on foot.
He will go around the corner and walk down an alley to reach the stairs to his apartment. Wait at the corner till he disappears then follow him.
Follow the Janitor Into His Apartment
Once he opens his apartment door, head up the stairs and go in after him. Skip the cinematic.
Get Back in Your Car
Head back to Lester in your car and give him the good news.
Go to the Garment Factory
Lester will talk about the plan and the prep needed to pull it off while you drive.
Go to the Office
Head inside, then upstairs to Lester’s office. Skip the cinematic to end the mission.
This finishes Cleaning Out the Bureau in GTA V.
