The Bureau Raid (Roof Entry Approach) is the 59th main story mission in GTA V (Grand Theft Auto 5). This walkthrough shows how to get all Gold Medals in The Bureau Raid (Roof Entry Approach) for 100% completion.
For the opposite approach refer to The Bureau Raid (Fire Crew Approach), the mission depends on the player’s choice.
Gold Medal Requirements:
- No Innocents: Don’t kill any innocent civilians
- Headshots: Kill 20 enemies with a headshot
- Accuracy: Finish with a shooting accuracy of at least 70%
- Hacker: Hack the system within 00:45
- Mission Time: Complete within 19:00
- Perfect Drop: Land perfectly on the main section of the roof

Go to the Government Facility
You’re working against the clock, so skip the cutscenes!
- Mission Time: Complete within 19:00
Steve Haines has cleared out a NOOSE facility just to get you a helicopter to fly to the FIB building. Starting as Michael, drive Franklin all the way out there while you explain the plan. Once you’re there, time will advance to night and you’ll rejoin the action on the roof.
Fly to the Jump Zone
Seems an unnecessary step but you’ll pilot the helicopter for the first leg until you have to jump. Head to the objective marker high above the city. Skip the cinematic.
Land on the FIB Building Rooftop
WARNING: Don’t try to reach the rooftop too fast. You should still lean forward so you’ll fall faster and close the distance to the FIB roof to help with the Mission Time Gold Medal, but don’t wait until the last minute to pull your chute. The AI will try to keep Franklin and your gunman ahead of you, and they won’t pull their chute until you do. Due to this behavior, if you get too close to the rooftop before pulling your chute there is a distinct possibility that Franklin will miss the rooftop entirely and you’ll fail the mission. This happened multiple times during recording, until we started pulling the chute earlier than was necessary for an aggressive low altitude opening.
When you have opened your chute, it’s time for the next Gold Medal requirement:
- Perfect Drop: Land perfectly on the main section of the roof
Steer towards the FIB building and push forward to descend to a height just above the level of the rooftop. Once in position, pitch back up and use the flare action

to bleed off speed as you approach so you won’t hit the building too hard or miss the drop zone.
After your first flare, make any directional adjustments you might need to point at the drop zone, then flare just before you hit the roof to touch down gently.
Once all three of you are at the roof entrance, skip the cinematic.
Go to the Server Room
Once you have control, go straight ahead the southeast corner of the room.
The door will be locked, so use a sticky bomb to open it.
Hack the Server Terminal
Once inside, skip the cinematic. This will start the timer on the next Gold Medal requirement:
- Hacker: Hack the system within 00:45
Your perspective will switch to the terminal screen. Click “My Computer”
Then “External Device (J:)”
Next, run “HackConnect.exe”
This is where RNG might torpedo your time limit. You have to locate a specific IP address in among a block of shifting numbers on the screen, and it will be different every time. Luckily it’s not a true IP that uses hexadecimal numbers, but it’s still challenging. The white numbers will shift to the left roughly every two seconds, wrapping around to the line above when it reaches the left side of the screen. The best strategy is to look for one recognizable number in the block and then see if it’s with the rest of the IP address. Use the red highlighted numbers as a guide so you don’t lose your place. Once you’ve highlighted the correct address, press
/
to lock it in.
Then, run “BruteForce.exe”
Another RNG based puzzle for you, this time an eight letter word on spinning reels. When the blue area in the center is over the red letter in each reel, press
/
to lock it in. To try and tempt you, the puzzle will often put letters on successive reels close together so you will try to hit the button again right away. Don’t fall for it! Take your time and enter the letters one at a time, because if you miss you will have to start again from scratch.
Finally, run “Down&Out.exe”, which will start a download. While this file is downloading, you’ll have to hold off armed FIB agents who come to investigate the blast. The download will take about two minutes, and you can hold
/
to look at the screen during the fire fight, to check your progress.
Hold Off the FIB While the Data is Downloaded
During the firefight, work towards the next Gold Medal requirements:
- Headshots: Kill 20 enemies with a headshot
- Accuracy: Finish with a shooting accuracy of at least 70%
Using Michael’s special ability, line up headshots on the FIB agents coming up the stairs and through doors on the opposite sides of the room.
After the first wave, you will also see FIB agents in tactical gear through the windows on the roof. Continue to get headshots, disabling the special ability when there are no targets visible.
You will be pressed hard by continuous waves of agents. When the download is nearly half done your extraction chopper will be shot down in a cinematic, which you should skip.
There will be more than enough agents through this section to complete Headshots. Once the device is done downloading, your hacker will let you know, triggering another cutscene to skip.
Escape the FIB Building
Once you are done getting headshots, switch to a shotgun for close quarters use in the building. This is both for the stopping power, and the accuracy since any part of the blast that does enemy damage is considered a hit. Head to the door to the stairwell on the opposite corner of the room, which Franklin will break down. The gunman will shoot the latch off the next door and an agent in tactical gear will blow through it, but get instantly knocked out by the butt of the gunman’s rifle. There is a second agent in the next room.
The gunman will kick in the door to the stairwell and cap an agent on the landing below you immediately. At the entrance to floor 52, you’ll hear someone say they heard something in the stairwell. The gunman will tell you to get ready, and then will open the door for you to ambush 2 agents in the next room.
The helicopter crash has done significant damage to the building. As you move ahead through the 50th floor there will be wreckage and fires. In the first long hallway you reach, there will be five agents that will be barely visible among the sprinklers, smoke, and darkness. The shotgun will be very helpful here. Turn on your tactical flashlight if you have one to help with visibility. Keep moving up as you shoot, and even if you don’t kill someone, a hit is enough to knock them down and take some time to recover while you close the distance.
Go through the hole in the wall and around the corner to the objective marker, and you’ll get a cinematic that shows you the fate of the chopper pilot, which you should skip.
You will regain control sliding down a section of collapsed floor to the room below. In this upcoming hallway, be ready to check your fire looking for innocent bystanders for the next Gold Medal objective:
- No Innocents: Don’t kill any innocent civilians
The first person you’ll see has his back to you, but will turn after a moment to point a gun at you. There is another agent right around the next corner.
Around the next corner is your innocent bystander: an EMT, trying to help with an injured person on the floor. Don’t shoot him. There is also a first aid kit nearby that you can grab.
Ahead of the EMT, a door will open and two coughing agents come out of communications. Kill them before they recover.
Going through the door to communications, there is one agent just inside, and another around the corner.
Through the next doorway are two more agents that will pop out of cover on the left, and then in the next hallway another will pop out of the door on the right.
Then in the next hallway, two agents will charge out of the hallway that leads to the stairs on the right.
Finally reaching a usable stairwell, head down to the 50th Floor where it’s just a few short rooms until the objective marker. Be ready though, for there are two agents waiting for you on either side of the door into the room you’re headed to.
Go into the room and approach the marker for another cinematic, which you should skip.
Rappel Down the FIB Building
Press
/
to jump, and hold
to rappel down the shaft, all the while holding
/
to move faster. Jump again every time your feet hit the wall to keep the rhythm going and descend faster.
Destroy the Helicopter Gunship
Landing on a balcony, you’ll barely have time to disconnect yourself before your hacker will warn you that you’ve been spotted by an air unit which immediately opens fire. Take cover behind the wall, then take out the pilot when it’s safe.
Rappel to the Ground
Moving to the next objective marker, you’ll connect another line and you’ll have a short rappel sequence. When you’re near the bottom, you’ll be prompted to hold
/
to quick rope to the ground.
Get to the Pickup Location
When you hit the ground, ready your assault rifle. Running to your getaway vehicle, you’ll encounter three more agents on the side of the building, then three more will come out of the front door. Leave no witnesses.
Get in the Ambulance
As soon as you’re clear, make a break for the ambulance that is parked out front of the plaza. You’ll take the driver’s seat and everyone else will pile in the back. Fire up your lights and follow the path to the objective marker, careful not to hit any of the other vehicles.
Once you reach Franklin’s new house, get out of the vehicle and head inside. Skip the cinematic to end the mission.
