Dominion Region is the big round city in the middle of the map in Borderlands 4. This region isn’t accessible right away, you will automatically gain access to it from main story progress. Here’s when you unlock it exactly:
Step 1: Advance the story until Main Mission 17: The Falling Wall.
Step 2: During the main objecitve ‘Investigate City Wall‘, you are tasked with entering Dominion City. You can then access it from the west, through Carcadia Burn > Lopside. At the side of the main road you can go through the named area “Siltgrasp Canyon”. On the map it will look like purple crystals. At the end you can enter a building and press a red button to open the door that leads into Dominion City.
So that’s all there is to it, just advancing the story.
